According to the Foreign Affairs Office of Hainan province, through the special service network platform for consular business, the applicants can immediately complete the business conveniently without any need to meet the staff in the provincial Foreign Affair Office.
“The application process used to take about 7 to 10 working days to invite foreigners to work in Hainan. Now it tends to be more convenient that we can handle it through the network, and it just takes 4 to 5 working days.” Said Liang Linqing, head of International Exchange Center at Hainan College of Vocation and Technique, who is one of the first users of the network platform.
In addition to the foreigners invitation business, there are two other basic services on the foreign affairs, namely consular identification and APEC business travel card application. Consular identification is a “visa” issued for the documents such as academic credentials and foreign marriage certificates. And with the APEC business travel card, business personnel can have free access to the 16 countries and areas in Asia-Pacific region.
Without any need of paper materials, the process of application, paying and approval can be completed online. And the original copy will be delivered to the applicants. Owing to that the mechanism innovation of Hainan Provincial Foreign Affairs Office, relative personnel can have the access to such kind of convenient and efficient service. And this innovative measure has been selected into the third batch of the innovation cases of Hainan pilot free trade zone system.
Wang Sheng, director of the Foreign Affairs Office of Hainan province, introduced that this innovation measure has enabled the data to break through the time and geographical restrictions. The service of Hainan consular business will be available for 24 hours, providing convenient and high-quality services for enterprises and individuals involved in Hainan’s construction and development.
According to Wang Sheng, Hainan is the first province to launch this network platform for consular business in the country, contributing Hainan’s experience to the national practice of “Diplomacy for the People”.
