According to the relevant notice issued by Hainan Provincial Department of Commerce and Hainan Provincial Finance Bureau, Hainan supports foreign trade enterprises to explore the international market and enhance their international operation capabilities with the special funds for foreign trade and economic development in 2019. The eligible projects can receive the financial support up to 70% of the actual expenses incurred.

In support of foreign trade enterprises to explore the international market, the special funds can support for overseas patent applications, trademark registration, qualification and certification projects; for overseas exhibition projects, including overseas participation group projects, individual enterprise participation projects, enterprises to participate in overseas exhibitions (conference) projects, enterprises to participate in specific economic，and trade exhibitions (conferences) projects organized by the Ministry of Commerce, the Provincial Government or the Provincial Department of Commerce.

In support of foreign trade enterprises to enhance their international management capabilities, the special funds can support the small and medium-sized foreign trade enterprises to improve the level of business management information, scientific management decision-making level, and support small and medium-sized foreign trade enterprises to enhance comprehensive risk management capabilities. The funds will support the small and medium-sized foreign trade enterprises to use the "Xinbaotong" system to carry out policy management, enterprise credit investigation, overseas risk information inquiry and business data analysis, etc.. And it will also support the small and medium-sized foreign trade enterprises to purchase the overseas credit service of China Export & Credit Insurance Corporation (SINOSURE). Moreover, the support shall be provided for the travel expenses incurred by the small and medium-sized foreign trade enterprises participating in the risk management consulting and training services regularly carried out by SINOSURE.

The principle of such financial support is that the projects shall be supported by no more than 70% of the actual expenses incurred. The maximum support limit for individual project shall be implemented in accordance with the relevant rules of use.

In 2019, the projects to be supported for the development of the international market and the enhancement of international management capacity shall be implemented during the period from August 1, 2018 to July 31, 2019. The application units must declare and submit the funding application materials online before August 30, 2019.
