The opening ceremony of the International Innovation and Entrepreneurship Center of Haikou National New and Hi-tech Industrial Development Zone, Singapore  

On August 13, the International Innovation and Entrepreneurship Center of Haikou National New Hi-tech Industrial Development Zone, founded by Haikou National New Hi-tech Industrial Development Zone, Incubator Operation and Management Co., Ltd. of Haikou National New Hi-tech Industrial Development Zone, JCS Venture Lab PTE Ltd.(Singapore) and Wuhan Industrial Institute for Optoelectronics, was officially opened in Singapore. It is the first offshore incubator of Hainan province which has functions such as attracting investment, projects co-incubating, multi-functional R&D incubation for talent introduction, transfer and transformation of scientific and technological achievements etc.. In the future, many high-quality projects will be introduced to Haikou National New and Hi-tech Industrial Development Zone through the incubator.

The establishment of the overseas incubator will not only strongly complement the cooperation between China and Singapore in technological innovation and entrepreneurship, but also be a significant measure for Haikou National New and Hi-tech Industrial Development Zone to implement the emerging industry development program, grasp the great opportunity of “Belt and Road initiative” and merge into the international development strategy. At the opening ceremony, the High-Tech Zone made a special investment promotion, at which on-site roadshows for programs like high-end LED chips, polymer applications in the field of medical devices, acoustic micro-electromechanical chip technology were conducted.

At the opening ceremony, Liu Qizhang, associate professor in the Department of Analysis and Operations, Business School of National University of Singapore, delivers a keynote speech on "New Directions of Scientific and Technological Innovation". 

At the event, Incubator Operation and Management Co., Ltd. of Haikou National New Hi-tech Industrial Development Zone, JCS Venture Lab PTE Ltd.(Singapore) and Wuhan Industrial Institute for Optoelectronics signed a cooperation agreement. According to the agreement, the three parties will carry out in-depth cooperation in talent exchange, project incubation, transformation of scientific and technological achievements and contact for activities, and will actively build a platform for exchanges of scientific and technological innovation between the two countries based on their own advantages and by integrating high-quality resources so as to strengthen the cooperation between the two countries in scientific and technological innovation and promote industrial innovation.

Li Wei, general manager of JCS Venture Lab PTE Ltd.(Singapore), said that after the completion of the International Innovation and Entrepreneurship Center of Haikou National New Hi-tech Industrial Development Zone, it will not only introduce Singapore's high-end technological Innovation talents into China, but also undertake the task of international market connection that the whole Southeast Asian market will be opened from Singapore. And It will provide services to China's science and technology enterprises and projects on entering Southeast Asian markets, and promote high-tech technology and products to the countries related to “Belt and Road Initiative”. In the mean time, it will set up a new China-Singapore science and technology exchange platform to select and nurture high-quality projects, foster international technology enterprises, and promote bilateral visits and exchanges of scientific and technological innovation institutions and personnel.

Relevant responsible person of Haikou National New and Hi-tech Industrial Development Zone said that the opening of the overseas incubator is of great significance to the New and High-tech Zone. The New and High-tech Zone will establish a whole process support system for enterprise development, an all-round talent service guarantee system, a full-chain technological innovation service system, and a innovation service platform with all elements to ensure the growth chain of maker space - R&D incubation - technology acceleration - industrialization, fully support the construction of overseas incubators. Singaporean entrepreneurs are warmly invited to visit the New and High-tech Zone to exchange ideas and experiences. They hope that more projects will enter the overseas incubators for R&D incubation, achieving their business goals and making a success.

Chen Bingqing, consultant of Business Consulting Department of RSM, delivers a keynote speech on "Singapore - the Cradle of Technological Innovation Center Enterprises". 

The establishment of the International Innovation and Entrepreneurship Center of Haikou National New and Hi-tech Industrial Development Zone in Singapore provides a China-oriented platform for Singapore's local entrepreneurs to integrate into the global innovation network. "On this platform, we can get to know more entrepreneurs, investors and industry experts, which enables us to obtain more opportunities to exchange and learn from each other, and it also provides a good support for our company's internationalization strategy in the future," local entrepreneur in Singapore said.

It is understood that JCS Venture Lab PTE Ltd.(Singapore) will also set up "Singapore Innovation and Entrepreneurship Center of Haikou National New and Hi-tech Industrial Development Zone" in Haikou. It will synchronously realize the globalization of innovation, build a global system of scientific and technological innovation cooperation, integrate into the global innovation network, and cultivate new advantages of international scientific and technological innovation competition and cooperation.

Huang Tianlu, general manager of MEMSING Pte. Ltd.(Singapore), introduced the the acoustic micro-electromechanical chip technology project at the roadshow.
