Sci-tech city set to elevate impact

The World Laureates Sanya Forum is giving host city Sanya opportunities to increase its influence and boost progress in science and technology.

A key move in this direction, the Yazhou Bay Science and Technology City located in the west of the city in Hainan province, is being built as a hub of high-end industries and a livable place to attract more senior researchers and high-level technological professionals.

The science and technology city is designed to include a seed breeding-themed town, a research center of deep-sea technology, a university town and a global animal and plant germplasm resources introduction and transfer base.

To date, the YBSTC has completed construction on facilities for education, healthcare, housing and transportation, local officials said.

"The science and technology city serves as a sub-city center of Sanya. Its construction should be aligned with the core industries of deep-sea technology and seed breeding," said Zhong Sheng, deputy head of the administration of the science and technology city.

"We have insisted on the principle of combining ecology, livelihood and production in its development and construction," Zhong said.

This year, the Sanya city government issued a guideline on the overall construction of the science and technology city for the 2018-35 period.

According to the guideline, the YBSTC will cover a total of 69.3 square kilometers, incorporating ecological protection, tourism and the integration of infrastructure construction and industrial development.

By 2020, Sanya plans to build the science and technology city into a demonstration area for ecological civilization and make progress in its major industries of deep-sea technology, seed breeding and scientific education.

Considering the geographical location of the island city, authorities will set up an innovation platform for deep-sea technology and promote the university town, scientific research and innovative startups.

By 2020, fixed asset investment in the science and technology center of deep-sea technology and the university town will reach 6 billion yuan ($849.92 million), with a total output value estimated to reach 4 billion yuan.

Agricultural scientists can take advantage of Hainan's unique climate and resources to conduct research into crop variety breeding, parental breeding and plant identification, as well as seed production activities.

The seed breeding-themed town will work to advance its industrial development and global competitiveness.

By 2020, the YBSTC will see its fixed asset investment in the seed breeding industry reach 10 billion yuan and its total output value is expected to hit 6 billion yuan. By 2035, the science and technology city will grow into a comprehensive innovation hub for deep-sea technology and seed breeding, and a gathering place for scientific research, according to the guideline.

"As a sub-city center of Sanya, the science and technology city is bound to attract lots of senior personnel," Zhong said.

By 2035, the population in the science and technology city is expected to reach 256,000 and the urbanization rate will reach 85 percent, the guideline said.
