The Implementation Plan issued to promote Boao Lecheng Intl Medical Tourism Pilot Zone

Since February 2013,  the State Council approved the establishment of Boao Lecheng International Medical Tourism Pilot Zone, remarkable progress has been made in the construction of the Pilot Zone. But there are still some difficulties such as the imperfect systems and mechanisms, the ineffective execution of policies, and lack of talents and professionals, etc. In April 2018, the Guiding Opinions of the Central Committee of the CPC and the State Council on Supporting Hainan for Comprehensively Deepening Reform and Opening-up made important arrangements for supporting the Pilot Zone to accelerate its development. The Implementation Plan jointly issued by the four ministries and commissions, including the National Development and Reform Commission, is specially formulated in response to the development needs of the Pilot Zone in line with Hainan’s strategic orientation featuring “three zones and one center”. It aims to deliver more tangible results.

The Implementation Plan is quite promising and has the following three highlights:

From an overall perspective, the Implementation Plan has the following three highlights. First, it promotes the development of the Pilot Zone with a high level of openness. To realize world-level of medical technology, equipment and medicine by 2025, the Implementation Plan would focus on deepening supply-side structural reform, sets the highest international standards, and puts forward a series of high-level measures for opening up. Second, it promotes the development of the Pilot Zone by virtue of high-level talents. The Implementation Plan puts forward many innovative initiatives in talent introduction, especially talent incentives. Third, it promotes the development of the Pilot Zone through high-quality supervision. During opening up, there may be various risks such as drug smuggling and illegal operation in the Pilot Zone. The opening-up can only be realized through strict regulation. Therefore, the Implementation Plan stressed on and gave priority to the "Improvement of the comprehensive supervision system of medical tourism." And a series of supervision measures were put forward as follows: improving comprehensive supervision pattern, reinforcing responsibility assessment and tracking and warning, so as to clarify the corresponding rights and responsibilities of different subjects such as local governments, regulatory agencies and resident enterprises. The above measures would guarantee the healthy development of the Pilot Zone.

From January to August, the number of medical tourists in the Pilot Zone has increased by 42.1%. 

Xiao Yingzi, Member of the Standing Committee of the CPC Hainan Provincial Committee and the Head of the Publicity Department of the CPC Hainan Provincial Committee, introduced that, at present, 51 teams of contracted academicians have been introduced in the Pilot Zone. Moreover, 81 investment projects have been officially accepted, 16 construction projects have been started, and 9 medical institutions have been opened or trial run. In 2018, the number of medical tourism tourists in the Pilot Zone increased by 69.1% year-on-year. From January to August this year, the growth rate was 42.1%. The policy of Minimal Approval was introduced to the Pilot Zone and the average time consumed in approving the implementation of the social investment projects has decreased from 429 to 58 workdays. Over the past several years, with all the efforts, the Pilot Zone has grown from a village to a new medical city and has become one of the significant windows of comprehensively deepening reform and opening-up in Hainan.

In the coming future, Hainan will earnestly implement the Implementation Plan by making full use of preferential policies. First, the thirteen key tasks covering four aspects issued by the Implementation Plan should be specified, in terms with the goals of three different periods. Seventeen related documents should be released to promote the implementation of the key policies and to encourage the opening-up and development of the Pilot Zone. Second, the recruitment of talents to contribute to the construction of the Pilot Zone should be accelerated. According to the innovative measure of introducing and motivating talents stipulated in the Implementation Plan, Hainan will establish and implement institutions to improve service of talents in an all-round way, creating an enabling environment of introducing and retaining the talents. By bolstering the talents to come, Hainan will provide strong talent support to the development of the Pilot Zone. Thirdly, the medical quality and safety should be taken as the "lifeline" for the Pilot Zone development. Efforts will be made to innovate the medical supervision mechanism of the Pilot Zone and explore the establishment of a "two-in-one" integrated medical tourism supervision mechanism covering both sanitation and drug, to strengthen risk control in an all-round way.
